Payment Assistance
When financial challenges arise, BVU Authority offers flexible payment arrangements to help you keep your utility services uninterrupted and maintain peace of mind.
Our payment arrangements provide customers the opportunity to pay off past-due balances while keeping their utility accounts in good standing. BVU offers four payment arrangement programs, each designed to provide transitional, temporary aid.
Important: Customers must notify BVU of their intent to enter into a payment arrangement before 9:00 a.m. on their scheduled non-pay disconnect date to avoid additional trip charges and reconnection fees.
Eligibility and Guidelines
- Payment arrangement programs are available at BVU Authority’s sole discretion, following a review of the customer’s account to determine eligibility.
- Residential customers may only participate in one payment arrangement program per billing cycle. Programs cannot be combined.
- Customers must maintain good standing on prior month’s utility statements to enroll or remain in a program.


Full Hold Payment Arrangement
Extend the payment of one month’s past-due balance, including late fees, to one day prior to your next regularly scheduled due date.
- Timeline: Payments must be made by 5:00 p.m. one day before the account’s next due date to avoid service disconnection and additional fees.
- Fees: A processing fee, per BVU Authority’s Schedule of Rates and Charges, will be added to the next billing cycle.
- Restrictions:
- Available monthly to residential customers.
- Each arrangement covers only one month’s past-due balance.
- Prior month’s utility statements must be in good standing.
- Broken Arrangements: Failure to meet the prescribed timeline will result in disconnection and additional Trip and Reconnect Fees.

Fixed Due Date
Designed for customers on fixed incomes, this program provides additional flexibility by assigning a fixed due date to align with your monthly income.
- Timeline: Customers are assigned a fixed due date (8th, 18th, or 28th of the month) based on their account’s standard control number. Payments must be made by the assigned due date to avoid disconnection.
- Eligibility:
- Available to customers receiving Supplemental Security Income and/or Disability Benefits.
- Prior month’s utility statements must be in good standing.
- Broken Arrangements:
- One missed payment will result in a 6-month ineligibility for all payment arrangement programs.
- Two missed payments within 12 months will result in a 12-month ineligibility for all payment arrangement programs.

Levelized Billing
Smooth out fluctuations in your utility bills with BVU’s levelized billing program. This program calculates a rolling average of your previous 11 months of bills, plus the current month, to provide a more predictable payment amount.
- Timeline:
- Available after 12 consecutive months of service at the location.
- Billing occurs on the usual read and due dates. Payments must be made by the due date to avoid disconnection.
- Eligibility:
- Active utility account with at least 12 months of consecutive service.
- Good or excellent account credit standing.
- No open loans or unpaid balances from prior reconciliations.
- Broken Arrangements:
- One missed payment results in a 6-month ineligibility for all payment arrangement programs.
- Two missed payments within 12 months result in a 12-month ineligibility for all payment arrangement programs.
